How do I stop my dog biting people or barking at them?

I mixed a little dog and I'm scared of him walk because there are small children in the neighborhood, like 3 years and begin to stroke the dog. It happened once, and my dog does not bite anyone that. It is suspcious people and I do not want it to be too late. I need to train if I want to take it anywhere. I thought of this technical, but I doubt it would work. Whenever he bark or growl at anyone, I would say "no" and if he continued I it drains a bottle of water. Huh?
